Key framing can be referred to as the process of assigning a specific parameter value to an object at a specific point in time. For example, you might want a clip to be scaled to fill the screen exactly five seconds into your project. I found that a key frame is very important due to the fact that when you set more than one key frames, motion generates the in-between frames, resulting in a smooth change of that parameter over time. This is called interpolation. For example, if you want a title to change from purple to yellow over time, you would set two keyframes at two different points in time. The first one would define the text’s color as purple, and the second keyframe would set the color to yellow. Motion automatically makes the frames between those points change smoothly from purple to yellow.

ANSWER
The basic idea is to create more than one key frames, then set the desired effect values at each keyframe. Premiere will create a gradual change in values between keyframes (this is known as interpolation). For example, you could create a keyframe where the volume is -20dB and another keyframe 5 seconds later where the volume is 0dB. Premiere will interpolate this to create a smooth five-second volume increase.There are two ways to view and work with key frames: In the Timeline and in the Effect Controls window. Key frames can be displayed in the timeline when a video track is expanded- a line is shown with small diamonds marking the key frames.I found this to be a relatively easy, intuitive way to view and manipulate key frames. However, key frames can only be shown for one effect at a time and control is not as precise as using the Effects Control window. Therefore, For full control over key frames, select the clip in the Timeline and open the Effects Control window. The right-hand side of the window is a miniature timeline, just for the selected clip, which shows key frames as diamond icons as well. I found it difficult to get use to but it allows you to see key frames for all effects at once and provides excellent control.
